Google Updated PageRank last in February 2013, after that update webmasters were not expecting any other PR update, but Google Shocked webmasters by PageRank toolbar update on December 6, 2013. Link building is very important for good PageRank, but always built natural links for your website otherwise you may be penalized from Penguin update. To be on safe side fo to webmaster tools, Identify and Remove all bad links using Disavow tool.
